Utilising Free Time to Earn LivelihoodWomen are making rapid strides to gain equal status in the society. Say any sector study, job or business, you will find women on top ranks these days. It is all because of hard work and determination to receive equal status that women are scaling new heights of success with each passing day. Women from the Shubhkheda village of Badripur panchayat in Paonta Sahib have shown similar passion and determination by constituting Jai Durga Self Help Group in 2011. The baton of women empowerment and self dependency in this self help group was lead by Kaushalaya Devi, President of Jai Durga Self Help Group. Kaushalaya told Himachal This Week that she was left with plenty of free time after finishing her daily household chores. So she opened a beauty parlour shop in Devinagar area of Paonta Sahib. To run things efficiently, she constituted a self help group with the help of other women of the area. Today, a single step taken by Kaushalaya to make proper utilisation of her spare time has turned lives of numerous women of the area. Kaushalya alone has trained about 35 girls in this profession till yet besides providing employment to three girls working as trainees in her beauty parlour at present.
Women members of this self help group has made a savings of about Rs. 60,000 by contributing Rs. 200 per month per member besides taking a loan of about Rs. 3.3 lakh from bank to run various activities. Today women members of this self help group have become self dependent by associating in activities like cosmetics, beauty parlour, stitching and embroidery and various other means thereby strengthening the financial condition of their family and ensuring a respective place in the society.  The success of this self help group can be gauged from the earning of the members of this group. President of the group Kaushalya earns Rs. 8,000 -Rs. 10,000 per month through her beauty parlour business. Secretary of the group Santosh earns Rs. 4,000-Rs. 5,000 per month through her home run stitching and embroidery business. Similarly other member of the group Babli earns Rs. 300 – Rs. 400 daily through her ‘maniyari’ shop. She has also constructed house after associating with the group. Apart from this Poonam runs a cosmetic shop in Devinagar area of Paonta sahib and earns about Rs. 3,000 to Rs. 4000 per month. Similarly Urmila is empowering herself through beauty parlour activities. Child Development Project officer Paonta Sahib Madan Chauhan said that self help groups are constituted with the help from anaganwadi workers and surveyors to empower women socially and financially.  He told that there are a total of 1013 women self help groups in Paonta Development Block with three crore savings of these self help groups. Out of these 848 groups are linked with banks and these groups have taken a loan of about Rs. 11 crore to run various employment activities

विजयदशमी यह संदेश देती है कि आत्मजयी व्यक्ति ही संसार को जीतने में सक्षम हो सकता है। पहला और प्रमुख पुरुषार्थ  स्वविजय ही है। वाह्य विजय तो इसका विस्तार मात्र है। विजयदशमी  केवल उन दुष्ट शक्तियों के उन्मूलन का अधिकार देती है जो व्यक्ति को आत्मपरिष्कार से उपजे उदात्त मूल्यों के आधार पर जीवनयापन करने में  बाधा पहुंचा रहे होते हैं…
शारदीय नवरात्र शक्ति की आराधना का पर्व है। इसका समापन विजयदशमी के पर्व के साथ होता है। नवरात्र और विजयदशमी एक अटूट संबंध को अभिव्यक्त करते हैं। शक्ति की आराधना धर्मविजय के रूप में फलीभूत होती है और शक्ति का जागरण तभी होता है जब उसका आह्वान धर्म विजय के उद्देश्य को लेकर किया जाता है। शक्ति, धर्म और विजय एक दूसरे के साथ अटूट रूप से जुड़े हुए हैं। इन तीनों का संतुलन सृजनात्मकता और सकारात्मकता को आगे बढ़ाता है। यदि इनका संतुलन धाराशायी होता है और केवल शक्ति तथा विजय की आराधना होती है तो मानव कल्याण कहीं गुम हो जाता है। इसको दूसरे शब्दों में इस रूप में भी कहा जा सकता है कि शक्ति अपने चरम रूप में तभी जागृत और अभिव्यक्त होती है जब वह धर्म के साथ जुड़ती है। धर्म, शक्ति के प्रचंड वेग को उदात्त , निर्मल और संपूर्ण बनाता है। इस स्थिति शक्ति परपीड़क नहीं होती और न ही अन्यरूप में स्थिति शक्तियों को दबाती है। वह दूसरी शक्ति का सम्मान करती है और उसके साथ समन्वय स्थापित कर एक वृहत्तर शक्ति केंद्र की स्थापना करती है। यह त्योहार वर्षा ऋतु के अंत में संपूर्ण भारत वर्ष में मनाया जाता है। इस दिन भगवान राम ने राक्षस रावण का वध कर माता सीता को उसकी कैद से छुड़ाया था। इसके कारण सारा समाज भयमुक्त हुआ था। रावण को मारने से पूर्व श्रीराम ने दुर्गा की आराधना की थी। मां दुर्गा ने उनकी पूजा से प्रसन्न होकर उन्हें विजय का वरदान दिया था। दशहरा अथवा श्रीराम की विजय की स्मृति में मनाया जाए अथवा दुर्गा पूजा के रूप में, दोनों ही रूपों में यह शक्ति पूजा का पर्व है। यह शस्त्र पूजन की तिथि भी है। देश के कोने-कोने में यह विभिन्न रूपों से मनाया जाता है।
मैसूर का दशहराः मैसूर का दशहरा देशभर में विख्यात है। मैसूर में दशहरे के समय पूरे शहर की गलियों को रोशनी से सज्जित किया जाता है और हाथियों का श्रृंगार कर पूरे शहर में एक भव्य जुलूस निकाला जाता है। इस समय प्रसिद्ध मैसूर महल को दीपमालिकाओं से दुल्हन की तरह सजाया जाता है। इसके साथ शहर में लोग टार्च लाइट के संग नृत्य और संगीत की शोभा यात्रा का आनंद लेते हैं।
कुल्लू का दशहरा : कुल्लू में विजयदशमी का उत्सव मनाने की परंपरा राजा जगत सिंह के काल में प्रारंभ हुई। फुहारी बाबा के नाम से प्रसिद्ध  किशन दास नामक संत ने राजा जगत सिंह को सलाह दी कि कुल्लू में भगवान रघुनाथ जी की प्रतिमा की स्थापना की जाए। उनके आदेश का पालन करते हुए राजा जगत सिंह ने जुलाई 1651 में अयोध्या से एक रघुनाथ जी की एक मूर्ति मंगवाई और विधि-विधान के साथ उसकी स्थापना की गई।

भारतीय कैलेंडर के अनुसार आश्विन महीने के शुक्लपक्ष की दशमी को कुल्लू दशहरे की शुरुआत होती है। जहां सब जगह रावण, मेघनाद और कुंभकर्ण का पुतला जलाया जाता है, कुल्लू में काम, क्रोध, मोह और अहंकार के नाश के प्रतीक के तौर पर कुछ जानवरों की बलि दी जाती है…
हिमाचल प्रदेश में कुल्लू का दशहरा  सबसे अलग पहचान रखता है। यहां का दशहरा एक दिन का नहीं बल्कि सात दिन का त्योहार है। जब देश में लोग दशहरा मना चुके होते हैं तब कुल्लू का दशहरा शुरू होता है। यहां इस त्योहार को दशमी कहते हैं। हिंदी कैलेंडर के अनुसार आश्विन महीने की दसवीं तारीख को इसकी शुरुआत होती है। इसकी एक और खासियत यह है कि जहां सब जगह रावण, मेघनाद और कुंभकर्ण का पुतला जलाया जाता है, कुल्लू में काम, क्रोध, मोह और अहंकार के नाश के प्रतीक के तौर पर कुछ जानवरों की बलि दी जाती है। कुल्लू में विजयदशमी के पर्व को इस तरह उत्सव मनाने की परंपरा राजा जगत सिंह के राज में 1637 में हुई। फुहारी बाबा के नाम से जाने जाने वाले किशन दास नामक संत ने राजा जगत सिंह को सलाह दी कि कुल्लू में भगवान रघुनाथ जी की प्रतिमा की स्थापना की जाए। उनके आदेश का पालन करते हुए जुलाई 1651 अयोध्या से एक मूर्ति ला कर कुल्लू में रघुनाथ जी की स्थापना की गई। किवदंती है कि राजा जगत सिंह किसी दुस्साध्य रोग से पीडि़त था। इस मूर्ति के चरणामृत सेवन से उसका रोग जाता रहा और धीरे-धीरे वह पूर्ण स्वस्थ हो गया। इसके बाद राजा ने अपना जीवन और राज्य भगवान को अर्पण कर दिया। और इस तरह यहां दशहरे का त्योहार धूमधाम से मनाया जाने लगा। इस उत्सव के पहले दिन दशहरे की देवी मनाली की हिडिंबा कुल्लू आती हैं जो राजघराने की देवी मानी जाती है। इसके उपरांत धालपुर में हिडिंबा का प्रवेश होता है। रथ में रघुनाथ जी की तीन इंच की प्रतिमा को उससे भी छोटी सीता तथा हिडिंबा को बड़ी सुंदरता से सजा कर रखा जाता है। पहाड़ी से माता भेखली का आदेश मिलते ही रथ यात्रा शुरू होती है। रस्सी की सहायता से रथ को इस जगह से दूसरी जगह ले जाया जाता है, जहां यह रथ छह दिन तक ठहरता है। सौ से ज्यादा देवी-देवताओं को रंगबिरंगी सजी हुई पालकियों में बैठाया जाता है। मंडी से कुल्लू जाने वाले हरियाली से घिरे रास्तों पर घर की बुनी सदरी और गोली टोपी से सजे पुरुषों के छोटे-छोटे जलूसों का सौंदर्य देखते ही बनता है। कुछ के हाथ में दांत की बनी गोल तुरही होती है और कुछ नगाड़ों को पीटते चलते हैं। बचे हुए लोग जब साथ में नाचते गाते हुए इस मंडली को संपूर्णता प्रदान करते हैं तो ऐसा लगता है जैसे पहाड़ की घाटी के सन्नाटे में उत्सव का संगीत भर गया हो। पहाड़ के विभिन्न रास्तों से घाटी में आते हुए देवताओं के इस अनुष्ठान को देख कर ऐसा प्रतीत होता है मानो सभी देवी-देवता स्वर्ग का द्वार खोल कर धरती पर आनंदोत्सव मनाने आ रहे हैं। रघुनाथ जी के इस पड़ाव पर उनके आसपास अनगिनत रंगबिरंगी पालकियों का दृश्य बहुत ही अनूठा लेकिन लुभावना होता है। सारी रात लोगों का नाचगाना चलता है। सातवे दिन रथ को व्यास नदी के किनारे ले जाया जाता है जहां कंटीले पेड़ को लंकादहन के रूप में जलाया जाता है। कुछ जानवरों की बलि दी जाती है। इसके बाद रथ वापस अपने स्थान पर लाया जाता है और रघुनाथ जी को रघुनाथपुर के मंदिर में पुर्नस्थापित किया जाता है। इस तरह विश्व विख्यात कुल्लू का दशहरा हर्षोल्लास के साथ संपूर्ण होता है।

 Himachal This WeekThe five-day Mandi Mahotsav concluded at Seri Manch and the event was organised by the Samvad Yuva Mandal, a cultural organisation. The programme was inaugurated by Mandi Municipal Council Executive Officer Ajay Prashar. Two cultural nights of the event were organised at the Indira Market and three others at Seri Manch. This is one of its kind events in Mandi after Shivratri Festival. The famous Mandi Mahotsav always attracts visitors as well as locals towards it. People also like the local and national artists’ performances. This time too the event was a big hit among masses. Approximately 200 artists from Himachal and outside participated. Different types of dance items presented by the artists enthralled the audience. Local vendors of different items also organised their stalls during the event at Indira Market and Seri Manch.
Cultural Bonanza
The five cultural nights during the event mesmerized people. On the first night of the event, there was the first round for a singing completion, the Soul of Mandi, was organised in the junior category in addition to modeling competition. Different dance and singing items were presented by artists. Himachali folk plays ‘Khadaka’ and ‘Lahula’ were presented by the artists which was a retreat for the theatre lovers. All types of ‘pahari nattis’ were performed during the event i.e. Kulluvi, Mandyali, Sirmauri, Kinnauri, Rohru and Jhamakra of Kangra district. Himachali as well as some other national artists have performed during the event. A singing competition ‘Soul of Music’ and modeling competitions have enthralled all. Banthara (folk theatre), fashion show, choreography and several other cultural programmes were the part of the event on the last day

1976 Kullu Dussehra was a Divine Miracle

Dussehra Festival of Kullu is well known both in India and abroad. Lord Raghunath is the presiding deity of Kullu. And this festival is held in his honour when the village deities from the entire Kullu district assemble to pay their homage to him. These deities, more than three hundred in number, are brought by their respective villagers to Kullu in mirthful processions during Dussehra. Lord Raghunath comes to the Dussehra ground in a chariot to his camp temple where he is worshipped for seven days.
I was Deputy Commissioner, Kullu from 1975 to 1977 and keen to ensure that the 1976 Dussehra was a greater success. As Dussehra was to start on November 1 I started writing letters to nationally famous dance troupes all over India and other state governments in right earnest in July’ 1976. I also requested the then USSR embassy through the state government to sponsor the participation of one of their world famous ballet groups.
We didn’t receive any response from anywhere till the end of September 1976. In October first week, we were informed that the then PM Prime Minister Indira Gandi would visit Kullu and also Lahaul & Spiti districts on October 30 and 31. Now the entire attention of the state government and the district administration was concentrated on arrangements for the Prime Minister’s visit. Dussehra preparations were banished from our mind. Suddenly on October 29 we were informed that PM’s programme had been cancelled. We were all disappointed because even the popular excitement that was aroused for PM’s visit would no longer be there to condone a dim Dussehra.
On October 30, I thought quietly in my mind that the Dussechra festival was of Lord Raghunath. So I quietly prayed “Oh Lord, please take care of your festival the way you like”. While going through the daily mail, I suddenly discovered a telegram confirming the participation of the world famous repertory company of Habib Tanvir, then MP and a leading theatre specialist. They were already on their way to Kullu. Then something happened I couldn’t believe.
Telegrams started raining torrentially for conveying confirmation of almost all the troupes I had invited there months ago. I became mad with joy to see this divine miracle. Then at about 8.30 p.m., I got a call from the then USSR embassy to confirm that one of their famous ballet companies consisting of sixty to seventy members would participate in the festival and also assured that USSR would regularly participate in Kullu Dussehra every year.
I quietly bowed down to Lord Raghunath to thank him for showing us the grandeur of his omnipotent grace. Another unprecedented thing happened that year. We could not accommodate so many troupes in seven day. So we decided to extend the festival for nine days. 1976 Dussehra was a divine miracle when heaven and earth met. I cannot forget that evening when God transformed my gloom into celestial splendor.

However, keeping in view the serpentine narrow roads, people still have a liking for the small car segment though SUVs have also started finding fan following in Himachal.

 144% Growth in One Decade
The hilly state of Himachal Pradesh was ranked second among 20 states where 144% growth in terms of cars, jeep and van as a mode of transport per 1,000 during 2001-2013 was recorded, according to survey by the Associated Chambers of Commerce and Industry of India (ASSOCHAM) last year. The growth of four wheelers as a private mode of transportation was more than the national average of more than 95% across India and 10 states out of 20 had recorded growth higher than national average. Haryana (149%), Himachal Pradesh (144%), J&K (124%), Tamil Nadu (122%) and Karnataka (115%) are leading states which have recorded maximum growth for four wheelers, according to the study which pointed that growth rate was more in rural areas. Not only urban areas but even remote districts and areas like Lahaul & Spiti, Kinnaur and Chamba have witnessed a surge in number of private transport vehicles. Knowledgeable sources point out that people in these areas are purchasing vehicles with the compensation money received due to establishment of many projects. As the state has limited rail and air connectivity, the major connectivity is through roads in Himachal. And connectivity being extended to more and more villages, the number of households owning private vehicle for personal mode of transportation is also increasing.
90,000 New Vehicles Every Year
Craze for CarsHimachal is witnessing continuous surge in number of all types of vehicles. The state had 974,270 vehicles, including transport and non-transport, registered as on March 31, 2014. Nearly 90, 000 new vehicles of all categories are adding to the list every year in Himachal. Approximately 95,000 new vehicles have been registered till now in 2014

Nearly 50 Per cent Bridges in Himachal in Dilapidated Condition
Himachal This WeekBesides serpentine roads of Himachal, the old bridges constructed during the British rule have also become a major threat to human life in the state. These bridges have outlived their age but still are being used for vehicular traffic. According to Public Works Department, there are a total of 1700 bridges in Himachal, out of which 800 or nearly fifty 50 per cent were constructed during the British Rule. Women Prefer Driving Light Vehicles
Himachal This WeekIt has been observed that women in Himachal, especially young ladies prefer to drive light vehicles, two wheelers or four wheelers. They say that it is easy to handle such vehicles while driving on serpentine roads and are also cost effective because of better fuel efficiency.
1353 Women Drivers in Hamirpur
The craze for driving among women is rising in a bid to become self reliant as Hamirpur district has 1353 such license holders. Interestingly, traffic cops don’t face any problem from women drivers who drive vehicles while following traffic norms. Women aspiring to have driving license can be seen in medical test drives being organised in the district.

Mandi town is perhaps having maximum number of women drivers in Himachal as every year more than 200 of them are acquiring licenses after learning driving in the town alone. Sundernagar is another town where number of such drivers is increasing with most of them driving light two wheelers and four wheelers.

Himachal This WeekWomen drivers are not lagging behind in Una district if their increasing number is any indication. They can be seen driving Moped, Scooty, scooter and bikes in addition to cars not only in urban areas but also in rural areas of the district. More than 2400 women hold driving license in Una sub division whereas their number is 452 in Amb and 34 in Bangana.

Though women and young ladies face many problems in learning driving but fascination to drive scooty and car is increasing among them. With a number of reputed schools and university located in the town, it is a common sight to see those driving light two wheelers and four wheelers to reach their institutions.

दलाश मेले से देवताओं ने ली विदाई

आनी   —  यहां के दलाश का ऐतिहासिक द्वाश जातर मेला बुधवार को देवताओं की विदाई के साथ संपन्न हो गया। मंगलवार से शुरू हुए इस दो दिवसीय ग्रामीण मेले में यहां के अराध्य देवता जोगेश्वर महादेव के अलावा खोड़ू देवता, शाणी दुर्गा व कुइकंडा नाग ने शिरकत की। मेले में आए लोगों ने दो दिन में देवनृत्य का लुत्फ उठाया और स्वयं भी नाटी नृत्य कर प्राचीन संस्कृति का निर्वहन किया। दलाश मेले की विशेषता यह है कि यहां देवनृत्य पर ग्रामीण महिलाएं देवताओं पर पुष्प के साथ-साथ अपने घरों से लाई गेहूं, चावल की मोड़ी, अखरोट, सेब, खीरा आदि की बौछार करती हैं और देवनृत्य में शामिल लोग इसे देवता का प्रसाद समझकर उठाते हैं और इसे बड़े चाव से खाते हैं। बुधवार को लोगों ने देवताओं के समक्ष माथा टेक कर उनसे सुख-समृद्धि का आशीर्वाद लिया। बहरहाल दो दिवसीय दलाश मेला बुधवार को देवताओं की विदाई के  साथ संपन्न हो गया।
