Cold Winter Hot Session at Tapovan    People of the lower areas eagerly wait for the Winter Session at  Tapovan in Dharamshala and their aspirations galore with the government moving to this area every year. The upcoming winter Session has assumed more significance as the Monsoon Session was adjourned sine die midway amid the continued deadlock. As a result, many issues of public interest could not be discussed. The Winter Session brings a new hope that house proceedings will be conducted in a cordial atmosphere and ruling and opposition members will debate issues concerning people and the state. Earlier there were reports that a special session could be convened at Shimla. The coming session at Tapovan is likely to attract a large number of people from lower area and different associations who assemble here for redressal of their problems.
7 Sittings during Winter Session at Tapovan
HTWWinter Session of Himachal Pradesh Vidhan Sabha will be held from December 5 to December 12 at Tapovan near Dharamshala. According to Vidhan Sabha Speaker Brij Behari Lal Butail there will be seven sitting in the Winter Session and one day has been finalised as Private Member Day. The session will have many important bills and answer to many questions related to public interest. Earlier it was expected that Winter Session could have 15 sittings as Monsoon session was adjouned a week before its schedule. However, the session has been planned for a week now. According to Vidhan Sabha sources, Vidhan Sabha members started sending questions after notification for the session was issued. Meanwhile notices are also being received from treasury and opposition members for call attention motion and other important proposals.
Significance after Nadda’s Elevation
The session has assumed morer significance as political heat has increased in the Bhartiya Janata Party as there are murmurs of a change in the opposition especially after J.P. Nadda’s induction as Health Minister in the Union Cabinet. There are reports that many leaders have changed their loyalities. It will have its impact on Winter Session also if such reports are true. The opposition had created a ruckus in and outside the house on the issue of corruption in the midst of walkouts. As a result, the government had proposed to adjourn the house sine die in middle of the seesion even as opposition had opposed it vociferously. There was a discussion that a special session could be convened at Shimla but it did not happen.
470 Questions in Winter Session
The ruling and opposition members have sent 370 starred and 100 unstarred questions for the Winter Session with most of them relating to roads, agriculture, horticulture, forest, tourism and revenue. The Cabinet has given its nod to Bills that would be tabled before the House during session in its meeting held on November 25. According to BJP sources, strategy is being chalked out to corner the ruling party on these issues. On the other hand, ruling party will reply to the opposition based on achievements of its two year tenure of the present term. Whether 470 questions will address people’s concerns or the House will again witness heated exchanges, it remains to be seen. It is another matter that leaders of both the parties claim that cordial atmosphere will prevail during the session. All eyes will remain on the role of the BJP during Winter Session; whether it adopts aggressive posture or adopt a soft approach in the midst of whispers of a change in the party.

Decision on 4 Independent MLAs
Sources claim that Vidhan Sabha Speaker Brij Behari Lal Butail can take a decision on four independent MLAs during Winter Session as all four have replied to the notices. While talking to media persons recently, Vidhan Sabha Speaker had said that decision could be taken in December. The BJP had demanded cancellation of mebership of these MLAs
